Would it be best for beginner to start off learning TS and only later trying hybrid and GS or would it better for a new slalom rider to immerse him or herself in riding all three from the start?

You should not use the UCI (International Cycling Union) as a model. They go as far as regulating bicycle geometry in some competitions (track cycling and world record attempts, for example). That would be the equivelent of having wheelbase and board size regulated . They have odd rules like minimum...
