The current rules call for flat courses on 25 and 50 cone courses. (Current rules were proposed MARCH 1st and finalized JUNE 6th -- that was when the ISSA members discussed and voted on the rules.) I think you will notice a theme in my recent postings on rule changes:

Keep the rules steady and constant unless they are broken.

In very few cases will I support a change to the rules.

This should help racers and race organizers be able to "know" the rules without looking them up.

That is a good idea to place this on the sanction application -- to remind the contest directors of this.

I would suggest that the "tie breaker" be the Hybrid event (somewhere between GS and tight).
