Unfortunately I don't know much about the situation in Japan right now. But I'll try to get in contact with my Japanese slalom friends and see if they respond.
I went to Japan in 1995 and participated in the Shonan Warm Up Cup as you can see in the results:
The contest was held at the same site as this contest in 1999:
When I have posted a few more Slalom! magazines you will be able to read more about the Japanese slalom scene of the 1990's. For example: The story on Martin Sweeney's trip to defend his 100 cone world record.

Great to see that Slalom is happening in Japan. Do you know these skaters? Was this recent?
