Yes, I agree that it can be somewhat confusing. You can make it less confusing by looking at the title of the topic area. If it begins with "2008 ISSA Rules Update", then you are in the right area. i think i'm not only speaking for myself in this case.
I am not skilled in organizing things under this web-page system, or I would have created a whole sub-topic area specific for the current discussion. Instead, I tried to be consistent in setting the title and format to make it somewhat easier to follow. I guess I was not fully successful.
I have asked the experts to find a way to organize this better to avoid confusion. I hope they have a solution....

We are not carrying many of the 1995 rules forward into 2008.

It's history, forget about it.
I didn't even remember there was such a thing. At the time the accommodation was often provided in a school or similar and the charges (low anyway) were probably paid the organizer rather than the hotel as we see accommodation today.
What we did have was 50% entry fee for the former East European countries. That wasn't too bad at the time.

27. ACCOMMODATION
It is recommended that the organizer provide accommodations free of charge to all participants and guests. If accommodations have to be paid for by former Eastern block countries they should not have to pay more than 50% of the regular price. The cost of accomodation should be stated in the 3rd announcement.
It is the responsibility of each person using the accomodations to keep it clean and to behave well. The place should be cleaned by the people using the accomodations at the day of their departure.
The organizer is recommended to keep the accomodation open at least 2 days before the contest and 1 day after the contest.
