Yeah 10 months is way too long for the big majority of events
the Ranking rule is not bad
and let also a place for last moment occasions where ISSA should show its name also (for demo/com)

10 months is too long. By that rule someone would have to apply NOW for a race in September 2007.
With our racing promoters working on the thin edge, it's really unreasonable to ask someone to plan almost a year out for a race. An example of this would be Encinitas. LCB did the right thing and waited until everything was lined up (venue, insurance, organization) before announcing their race. This is the way most grass roots orgnizers operate.
Telling someone to apply for ISSA sanctioning 10 months out would be a great way to eliminated ISSA from the process.
I would think 90-120 days would be adequate.

Separate out "administration" rules.
The "administrative" rules for how to apply for a contest, etc should be separated out from the "racing" rules.

1. APPLICATION TO HOLD ISSA EVENT
At least 10 months prior to the planned competition the organizer should send the application for a contest to the ISSA president and vice president.
This application should contain: Name of contest, place, suggested date, specification of events and other facts around the contest which could be relevant at that time.
After the organizer has received a written confirmation from the ISSA president or vice president a first announcement can be made, see invitation below.
