Ramon has the obvious answer and reasons why this is needed and all well organized events already has this type of thing in one form or another. How else do you know who's competing vs just a skater hanging out at the event. How else do you know who you should give free food vs ask for payment.
We can change the title Skaters ID to something that doesn't upset Donald and maybe remove or add an item, but I think we should still recommend this as part of good organization. Remember that these rules are meant to help a new organizer think of the little details that you normally only come to realize their importance after attending or organizing a couple of races.

A skaters ID can be really useful to determine
- if a skater has got his lunch pack
- if a skater has entered a competition
- where the skater comes from
- if the skater is racing pro or am
- what team he rides for
etc.
Some of these points are considered to have a marking box where the organizer can fill in crosses or ticks....

16. Skaters ID
To identify participants, organizers and invited guests it is recommended to issue ID cards to the following categories:
- Skaters
- Guests (sponsors and others invited)
- VIP (ISSA country representatives and important guests)
- Organizers
- Press
This ID card should contain the following information:
- Type of card
- Name of contest
- Date of validity
- Name of bearer
- Nationality
