2. Introduction
These are the ISSA 2008-2009 Slalom Skateboarding Rules. The objectives of these rules are to:

1. Provide contest directors and racers with a uniform set of written rules.

2. Allow some variation for contest directors to customize events to suit their tastes.

3. Allow for a method to change these rules in the future.



A slalom skateboard race consists of a prescribed course set out on a hard surface, marked with cones. The skateboard racer passes through the course, alternately passing the cones on the left and right. The racer is timed through the course. Time penalties are assessed if the racer fails to complete the course or displaces cones in the course.



These rules are in effect for the calendar years 2008-2009



These rules will be updated in 2009. Members of the ISSA may propose rules changes at any time before September 1 2009. The rules committee of the ISSA may then accept, modify, or reject the proposed rule change for the 2010-2011 rules.



The ISSA Board of Directors may make clarifications, emergency changes, or alterations to these rules during the race season by a majority vote of the Board of Directors.

Marcus Rietema made a good suggestion that the rules should be able to be updated each year.

Therefore, I propose changing the above draft to reflect a 1-year cycle of the rules. ("2009" becomes "2008"; 2008-2009" becomes "2009"; "2010-2011" becomes "2009")

Any objections or comments?

That is a great idea, the rules need to grow with the sport, as long as they are not used to wrangle the direction of the sport to suit the agenda of any 1 person or group. There should be a racer wide vote at the end of each season to form the rules for the next year. Maybe a system could be devised that allows only racers who have been in at least 1 ISSA sanctioned event that season to have a vote?

I think the rules document should have:

A) A copyright for the ISSA ownership of the rules.
B) A nicely laid-out cover sheet with ISSA logos, a picture of a racer, and a title.
C) A list of ISSA officers for the year that the rules are in force.
D) A printed link to the ISSA web-page URL to direct people who have further interest.

I don't think it is necessary to vote on these changes, but I will include them in the vote since they are technically a change from the draft proposal.

Well, just to argue with Marcus and Wax,

I do NOT think we need to produce the "2008 ISSA Rule Book."

This would immediately lead to someone questioning their applicability in 2009.

What we should do is produce the "THE ISSA RULE BOOK - Revised 2008."

If the rules are great and everybody loves them, it remains the rules UNTIL

A necessary revision.

Then it becomes "THE ISSA RULE BOOK - 2nd Revision, 2008", or "2009" or whatever.

I don't like the idea of instituting a policy where we go through this process for two months every year. We don't have to contstantly re-ratify unchanged rules. We only need to address rules to be change or added.

That, I might add, can be done at anytime a majority of the membership deems it necessary.

Since the rules and regulations have a direct effect on race results and ultimately the World Rankings they should stay the same for the entire calender year. This way the points champion is determined using the same rules for all events. Do we crown World Points Champions each year? If we don't, we should! Once we have a good rule book it shouldn't be difficult to do updates on a yearly basis. I certainly wouldn't want to go through this process every year. As time goes on there will be very few, if any changes annually.

The rules update is especially painful this year because we are effectively taking into account all of the changes since 1995 in one big effort. Future yearly changes should be much smaller and less painful. The methodology and timing of rules changes is outlined in this section of the rules and calls for a once-yearly call for member proposals for changes, and a method for the BOD to clarify and to pass emergency changes. I would hope that the latter (emergency changes) would be a rare event.
