DQ should be better than DNR.

Ie we need two different time penalties for these two.

Why do we need this? Why is a person who falls off the ramp rewarded more than a person who never walks up the ramp?

In most forms of racing, if you don't start, you get the same results as if you start but don't finish.

The current rules calls for a 1.5 second penalty for a DQ.

Are you suggesting that a person who doesn't even walk up to the start for a run be penalized by a larger amount (say 999 seconds, or 1.6 seconds, or ???)

I'm trying to come up with a situation where this is a problem, and I can't see it.

Why should anyone get anything at all for not participating? Is that to reward someone who paid, but didn't actually race? How much is that worth? Giving it a go, but hitting too many cones, or not making the course, then at least you tried. That's why it's worth more.
