2009 Rules Update - 1.5 sec penalty

(probably by mistake) It now says in the rules of how to calculate the time that you add a 1.5 sec penalty.

Not a mistake.

This is what the members voted on in the initial rules discussion.

Is there a reason to change this?

So, you say it's a mistake to use the 10% of qual time for DQ?

6.2. PENALTY FOR DISQUALIFICATIONS
The racer’s Resultant Time (RT) is set at 999 seconds if the racer is disqualified during runs in
single-lane competition or in qualifying.
When a single racer is disqualified during Head-to-Head racing, the racer receives a Resultant
Time (RT) of 1.5seconds added to the other racer’s Resultant Time (RT).
The current rules say 1.5 seconds for a DQ.
The current rules do NOT say 10% for a DQ.
The current rules are in accordance to the racer's wishes as we voted on them last year.

Is there some experience this year that makes the 1.5 second penalty "wrong" for a DQ?
Is there any reason to change this?

I like the 1.5 sec DQ penalty but it may be too little in some longer courses. I don't like the exact 10% of qual time DQ penalty. It's difficult to announce to the racers. (I don't know where it comes from).
