I suggest 1st of September is too early to propose any rule changes for next year. At that time we're all still into racing and less into rule updates. It's better to deal with such updates once the racing season is over (ie Oct/Nov/Dec).

I agree.
I will seek the volunteers to head the rules-change comittee, and they can choose the process and the timeline to accomplish this.

Suggest a timeline that fits your schedule. We will work tailor the work and the timeline to the volunteers....
