new worlds format

as of now i want to have a decision about the way people can enter world championships.
i think the participation should be earned through a pre-qualification.
either done by each country for itself or euros/nationals.
the races will benefit from each other and encourage people to go to races
a world championship should be able to rely on those races as a seeding factor for the biggest event of the year.l
also the organizer of such race should have the right to issue wild cards to racers eligible to participate in his event.
can we get this done now?
