...and then you throw in wedging. Wedging and de-wedging can add another 1/2" to the (hole to hole) wheelbase...

I agree with you. I can't think of a single wheeled vehicle measuring wheelbase not using axle to axle.
Except skateboards.
It was decided long ago to use inner-hole to inner hole.
The reason is simple: a manufacturer can't advertise a board of a certain wheelbase and then the customer install the trucks and it be different. Just like you said, the same board with Trackers, Seismics, Radikals, Bennetts or GOGs may have four different measurable wheelbases.
So when someone says they have a "20.5" wheelbase," just go ahead and add another 1.5 to 2" for the axle to axle.
