In order to apply for a world record you need to follow these rules that ISSA have set:

The short version is:
It must be a sanctioned ISSA event - posted in a correct time so that everyone can attend
You must run a course according to the rules
You must use approved timing equipment
You must document the course and send this documentation to an ISSA representative or have a ISSA rep at the race.

In my humble opinion you should run the 50 cones and cyber both ways and use the average in order to show that course is flat and there is no wind. But that is not necessary in order to get a WR.

Questions about Cyber World Record.
1) Spreadsheet does not appear to be updated for Hanna J.
2) Does the Record have to go in both directions?
3) Did Marcos’ Cyber challenge of 2017 count?

I have documented 10.32 sec combined (San Diego)
And 9.79 sec single (Morro Bay/Los osos)
(Competed in both SD and Morro Bay on separate days)

My mom keeps asking, so some explanation of the rules and guidelines and results would be much appreciated.

1) I guess I didn't get the update in 2012 and I guess Jani did not update the document. I will try and find the doc and update it - the info above is updated now.
2) Read the rules, pretty clear I think. The record should be run on "flat" and "no wind". Flat is stated as less than 1% elevation in this case 20" or 0.5m over the course. No wind is stated as less than 10mph or 16km/h wind. If you cannot prove these two then the course should be run in both directions and the average computed.
3) Not sure what this is, please link or post results in this thread.

We've been a bit late getting the listing corrected for the Cyber slalom results, but I've done a round of editing today and here's the new records being added.

25 Cone NCDSA Cyberslalom World Record update June 2018:
