Thank you for taking the time to read the proposed rules, make proposals for changes, point out inconsistencies and corrections, and make arguments for/against various options.

The voting is now closed. The results should still be viewable in the voting forum (they will be moved to the "results" forum at some time soon).

The next step is to take the results of the voting and incorporate it into the rule book. This will be reviewed by the ISSA Board of Directors to ensure that the will of the members (through the voting) is accurately captured into the rulebook.

Then it will be published, online here and printed copies to be available at races.

The public comment period is now closed for the 2008 rules update.
The next step in the process is to vote on the counter-proposals to the rules.

This voting forum will be open from Nov15 thru Nov30. After the vote is completed, the rules document will be updated to incorporate the result of the vote, and then published for use in 2008.

The suggested method is
1. Print the original draft proposal (see URLs at end)
2. Print the ballot. (see URL's at end)
3. Decide what to vote on

I have begun the process of moderating Section 2 and formulating a vote of the members for that section.

It is not very controversial (I think), but can serve as an example of what I would like accomplished in the other sections as well.

[i.e. Capture the alternatives into specific voting wording for an eventual vote.]

A proposal for exactly how to move forward at this point

I have a proposal for how to move forward on these rules.

1) Obtain a volunteer for each section of the rules -- a Moderator/Editor

2) This Moderator/Editor will compose proposed changes to the rules based on the discussion so far.

3) The propsed change write-up should
A) Encompass all of the suggested changes without bias
B) Present the proposed changes to the membership as a poll/vote
C) Split the voting process where appropriate to capture the level of detail necessary (e.g. It would probably be a good idea to separate some of the individual items in the "Equipment" section into individual voting classes, rather than voting on a whole collection of "Equipment" rules in one blast.
D) Present the wording of the poll(s) for approval before starting the polling process.

4) The moderator would then implement the voting.

5) The moderator would take the results of the vote and re-write the assigned section.

6) We would collect these for final comments and voting to adopt the entire rule set.


Here are the sections and a suggested group of moderators, based on interest level shown so far:

2008 ISSA Rules Update: Process and Introduction.

From now until approximately November 15th will be the time for public comment, identification of particularly controversial items, requests for clarifications, suggested changes, etc.

Approximately Nov 15th to Nov 30th will be some voting on the controversial items, and collection of the suggested changes into a single document.

By Dec 15th will be the final document and a vote to put it into effect for 2008-2009.

There are 11 sections to the rules. Each section has a separate forum area for comments, questions, suggestions, etc. Reply to THIS MESSAGE AREA only for general rules comments: Things missing, questions about procedure and process, etc.

1) Revision history: There should be no comments on history, it is done.
2) Introduction : Includes how to revise rules in the future.
